Ranchi. During the last day of his sojourn to Jharkhand, Chairman NABARD highlighted the metamorphosis of NABARD as Development Financial Institution and its progressive evolution since inception in pushing forward the rural development agenda in the state.
During the media interaction, he
highlighted the role of NABARD in catalysing various farm, off-farm interventions
touching across various sections of the rural area.He mentioned that since the
formation of the state, NABARD has sanctioned a cumulative amount of Rs. 16,290crfor
5110 projects for augmenting the rural infrastructurein the state. He advocated
for promotion of physical and rural infrastructure through greater allocations
of RIDF corpus in the State. For FY 21-22, NABARD will sanction Rs 2100 cr and
disburse Rs 1800 cr to the State Government.Chairman, NABARD also stressed for
ramping up the agriculture marketing infrastructure through dovetailing GoI
scheme of AIF with NABARD’s scheme of PACS as Multi Service Centre (MSC). NABARD
is extendingrefinance @ 4% to the State Cooperative Bank and after interest
subvention of 3% under AIF, the effective rate is mere 1% to the Cooperatives
under the scheme.Further, NABARD can also ramp up the marketing infrastructure
through schemes like Dairy Infrastructure Development Fund, Fisheries Infrastructure
Development Fund, RuralInfrastructure Assistance to States, NABARD Infrastructure
Development Assistance.
NABARD has provided a refinance of
Rs. 1700 cr to JRGB and MFIs in the current FY 21-22. However, he expressed the
concern over the weak structure of cooperatives which has become hurdle forJStCB
to avail cheap refinance from NABARD.
Chairman, NABARD also advised banks for democratisation of credit and take earnest steps to rev up the credit to Self help Groups/Joint Liability Groups/Farmer Producer Organsiations under various Central/ State schemes .NABARD has been the forerunner in promotion of FPOs and has promoted a total of 179 FPOs in the State. He also highlighted that NABARD is playing a greater role in Natural Resource Management through promotion of 40 Watershed covering 18000 Ha and 30000 households and 49 Wadis covering 32000 Ha and 32000 tribal families. NABARD has sanctioned grant assistance worth Rs. 139 cr under Wadi project.
Overall, he expressed satisfaction over the implementation of schemes and projects in NABARD.
